Worried by the rise in kidnappings and the huge amounts paid to bandits for the release of their victims, Kano-based lawyer, Bulama Bukarti, has advised President Buhari to establish a Ministry whose responsibility it will be to negotiate ransom, payment and documentation. He gave this advice after he mentioned that a close source told him that N100 million was paid for the release of the Managing Director of the Bank of Agriculture, Alwan Ali-Hassan.
